PPWR: A NEW PHASEFOR EUROPEAN PACKAGING
Regulation (EU) 2025/40 on packaging and packaging waste (PPWR) introduces new requirements set to progressively transform the way packaging is designed, produced, used and managed at end of life.
The Regulation entered into force on 11 February 2025 and applies from 12 August 2026.
Recyclability
The PPWR introduces progressive recyclability requirements and design-for-recycling criteria. From 2030, recyclability performance grades will progressively apply, according to the timelines, criteria and acts provided for by the Regulation.
Recycled content
For several categories of plastic packaging, minimum percentages of post-consumer recycled content are set, with differentiated and progressive targets.
Reduction and reuse
The Regulation introduces provisions on packaging minimisation and, for specific types and applications, requirements on reuse and refill.
Labelling
Harmonised labelling systems are planned to make materials easier to identify and packaging easier to collect correctly, according to the timelines and implementing acts provided for by the Regulation.
The applicable requirements depend on the type, material, use and specific characteristics of the packaging.
